Confusion reigns over the disparity between responses to Auckland Housing Accord figures.
Almost 3300 consents have been issued in the last three months - well on target for 13,000 this year.
Auckland Council has been celebrating, but the Housing Minister says more needs to be done.
Len Brown says he'd welcome that if it keeps the city's construction sector moving.
He wants to ensure there's pace around consents, pace around the opportunity for development, and pace in the builds themselves.
Architecture and urban design lecturer at Victoria University, Morten Gjerde says Nick Smith's response doesn't make sense, as the accord appears to be working.
"But it just seems that they're addressing this problem by attacking or wanting to reform."
Morten Gjerde believes Dr Smith is warming Auckland up for a Resource Management Act-based intervention.
"The Minister has seemed to divert attention from that success, maybe to get on what seems to be his hobby horse."
Nick Smith has indicated the Government will announce a new initiative for Auckland's housing crisis, in the next few months.
