I鈥檝e lived through and reported on two major flooding events: the Napier flooding in November 2020 and听the Auckland flooding听in听January 2023. The response from mayors and public service agencies could听not听have been more different.听听
In 2020 as听the听rain came thick and fast during the evening听there were frequent updates and advice from Napier Mayor Kirsten Wise and Hawke鈥檚 Bay Emergency Management. There were updates on rainfall figures, warnings not to drive,听road closures, advice about听water use, weather information,听and听health and safety advice.听听
After听frequent updates,听a state of emergency was declared later that night. A听joint听press conference with the mayor, MP, Fire and Emergency, Civil听Defence, police,听and District Health Board officials听came the following day.听The press conference began听with the mayor saying听officials听would听answer any questions journalists may have.听The听mayor听shared video updates听on social media听in the days听following.听听
Given the听difficult emergency听circumstances,听I felt听it was fairly easy for听the听media to access officials听for information to convey to the public.听听
There was a coordinated and informative response. I for one felt updated,听and like the unprecedented situation was being dealt with, which brought some comfort during a scary time.听听
It was a different story in Auckland on Friday night. The rain again came thick and fast,听flooding听many parts of Auckland.听It鈥檚 a much larger city than Napier,听and the flooding was more widespread,听so I have no doubt management comes with more听challenges, but there is also a larger team of people.听听
It听felt听difficult to get听adequate听information听from official听agencies. Updates on the Auckland Emergency Management social media pages were few and far between in听comparison听to during the Napier flooding.听Waka Kotahi seemingly ceased roading updates in the evening before the听Transport Minister听tweeted听that he had instructed the Agency to re-open their channels urgently,听at which听point听updates restarted after 10.30听pm.听
There was nothing on the Auckland Council Facebook page until the mayor declared a state of local emergency.听That post has been met with angry reacts and comments have been limited.听There were calls on social media and emails from the mayor鈥檚 own听councillors听to make that call.听Unlike in Auckland, the听Napier mayor did not have to be urged by the leader of the opposition, and members of the public, to declare a state of emergency.听听
A听late-night press conference fronted by the mayor听was welcome news and brought much-needed information. But with many听concerned听about the prior absence, he fielded questions about whether听he鈥檇 acted soon enough听and if communication听to the public听was robust.听听
On听Saturday morning听in a media interview about the weather event听the mayor did not know whether the water was safe to drink.听听
Full credit is due to the Auckland听Councillors听and politicians听across the board听who did work throughout the night to keep their communities updated, as well as the local churches, marae,听and community听organisations听that rallied to provide emergency听centres听for people to vacate to, advice, compassion,听and other assistance.听It goes to show what real leadership is.听听
