Local body election season has kicked off in  with a three-term district councillor announcing his run for the mayoralty.

Josh Chandulal-Mackay, , said his campaign would be based on policies, values and what Whanganui could look like in 2050.

While he expected a 鈥渃lean campaign鈥, there would be a clear contrast between himself and current mayor Andrew Tripe.

鈥淎ndrew acknowledges this himself - he likes to play in the middle in terms of issues,鈥 Chandulal-Mackay said.

鈥淚 don鈥檛 think anybody out there will have any doubt about what I believe on controversial issues, whether it be M膩ori wards, climate change or the rate-setting process.鈥

In 2023, Chandulal-Mackay voted in favour of introducing M膩ori wards for this year鈥檚 election.

鈥淚f we do this stuff now, it means we get more cohesion further down the track,鈥 he said.

鈥淧eople only want to participate in public life if they see themselves reflected in the systems that represent them.鈥

Engaging with those 鈥渨ho completely disagree with you鈥 was key.

鈥淎 lot of people on the left/progressive side of politics are actually really bad at this,鈥 he said.

鈥淟et鈥檚 sit down, have a chat, see if we can get some kind of alignment on the fundamentals of what we believe and build it from there.鈥

Chandulal-Mackay said his nine years of experience  would set him in good stead.

鈥淚 understand what the governance process looks like and how to bring people into the tent, if you like, and involve them in it.

鈥淎t the same time, I know the complexities of the system and that you can鈥檛 promise the world.

鈥淵ou鈥檙e one mayor working alongside 12 elected members. You have to bring them on side.鈥

Some of his plans for the next term include pursuing a Whanganui to Christchurch airline route, preserving the Whanganui East Pool, a civic leadership programme for young people, a new 鈥淚nvest for Whanganui鈥 Fund, and a lower Victoria Ave and riverfront upgrade.

Chandulal-Mackay said he was not a fan of 鈥渇lip-floppy politics鈥 because it created confusion and was inefficient for the council.

鈥淥fficers have to go away and do a whole lot of reworking of previously agreed decisions.

鈥淭hat鈥檚 a ratepayer resource that could have been used somewhere else.鈥

Tripe said Chandulal-Mackay told him about his plans to run for mayor soon after the 2022 election.

鈥淚 welcome his candidacy and I encourage others to put their hat in the ring, both for the mayoralty and council seats,鈥 Tripe said.

鈥淚t鈥檚 important we have a range of people putting their hands up, especially those passionate about their community.鈥

Chandulal-Mackay said he had worked well with Tripe, who is in his first term.

鈥淛ust because you鈥檙e on opposite sides of the political spectrum, or you鈥檙e competitors, or you back different candidates, that鈥檚 no reason to not work well together,鈥 he said.

鈥淎t the moment, I think politics right around the world is in dire straits in that respect.鈥

While he had consistent views, he was not afraid to adjust them if the evidence was compelling, Chandulal-Mackay said.

One example  proposed by the council during last year鈥檚 annual plan.

It was scrapped after public consultation.

Originally, Chandulal-Mackay had been in favour of it.

鈥淎t the end of that process, I thought 鈥榃ell, it鈥檚 a nice-to-have project and it would be good for economic development, but the public are not buying into it鈥,鈥 he said.

鈥淕iven it was a nice-to-have, let鈥檚 just taihoa for now.

鈥淚 still support it as a concept but it comes down to priorities.鈥

He said past  had ignored the need for funding reform for councils.

鈥淭hey insist we continue to rely on a wealth tax - rating on the capital value of a property - as our primary form of income.

鈥淭hen, there鈥檚 the fact that the Government collects GST on rates while not paying rates on Crown-owned properties.

鈥淲e need to continuously lobby on all this stuff, and that鈥檚 why it鈥檚 important we stay in LGNZ [Local Government New Zealand].鈥

Chandulal-Mackay said he would be 55 in 2050.

鈥淚鈥檝e got a stake in what Whanganui looks like then, and for those that come after me.

鈥淭his is about a new generation of leadership.鈥

He said he was likely to also stand as a councillor in September鈥檚 election.
