Police would like to hear from anyone who witnessed any incident in the area from around 2am on Wednesday.
A cordon and tents were erected at the scene.
In an earlier statement, police had asked Napier residents to avoid the north end of Emerson St as they dealt with the incident.
As at 9am, the cordon and tents were still in place for part of Emerson St (outside Pascoes and One NZ), near Hastings St.
The cordon was initially wider, blocking off part of Hastings St, but that road has fully reopened to traffic and shops.
Traffic management remains in place and the section of Emerson St is expected to be closed for some time.
Kaumatua have arrived on the scene with police iwi liaison officer John Tangaere, a Hawke鈥檚 Bay Today reporter at the scene said.
