Doubts appear to be creeping in over plans to create a Wellington super-city.
A survey commissioned by the city council shows public support for amalgamation is minimal.
Greater Wellington Regional Council met yesterday to confirm its submission to the Local Government Commission on the amalgamation proposal.
The council has largely led the charge for a super-city, but in a surprise twist, that support nearly faltered at the final hurdle.
Councillor Paul Swain proposed the council withdraw its support, and that motion was only narrowly defeated.
"In the end, it was 6-7.
"What I was trying to say was that the poll that came out recent clearly said what most people are thinking - people in Wellington don't want amalgamation."
It will be up to the Local Government Commission to present to the public why Wellington's councils should amalgamate.
Wellington Regional Council chair Fran Wilde says the public should wait to choose their preferred option, until the report from the Local Government Commission - after submissions, is released.
